Charter of the International Go Education Federation
Article 1 – Name
This organization shall be named the "International Go Education Federation" (hereinafter referred to as the "Federation" or "IGEF").

Article 2 – Nature
The Federation is established as a non-profit virtual organization without a physical headquarters. Its purpose is to promote standardized Go proficiency worldwide and facilitate international exchanges and cooperation in the field of Go.

Article 3 – Objectives
To advance the global standardization of Go proficiency.
To promote international exchanges and development in Go.
To encourage the organization of international amateur Go tournaments.
​
Article 4 – Membership
Membership of the Federation includes organizational and individual members.
Organizational members may act as representatives in promoting regional Go activities.
All members shall endorse the objectives of the Federation and actively participate in its activities.
New members are invited to join upon approval by the Board of Directors.

Article 5 – Meetings
The Federation shall convene regular plenary meetings to discuss and decide upon major matters.
Meetings shall be conducted online to facilitate participation from members worldwide.

Article 6 – Board of Directors
The Federation shall establish a Board of Directors responsible for daily operations and management.
Board members shall be elected by the plenary meeting, serving a term of two years, eligible for re-election.

Article 7 – Secretariat
The Federation shall maintain a Secretariat responsible for the execution of daily administrative tasks.
Secretariat members are appointed by the Board of Directors to implement decisions of the Federation and manage day-to-day operations.
The Secretariat shall periodically report its progress to the Board of Directors and all members.

Article 8 – Proficiency Certification System
The Federation shall provide a unified international Go proficiency certification system to facilitate standardization of Go proficiency globally.

Article 9 – Operating Principles
All positions within the Federation are voluntary and unpaid.
The day-to-day operations of the Federation shall be conducted independently by organizational members in their respective regions.

Article 10 – Funding and Assets
The Federation shall not engage in any form of financial or asset management.
Federation activities rely solely on voluntary contributions and cooperation of members and shall involve no economic interests.
​
Article 11 – Amendment of the Charter
Amendments to this Charter must be approved by the plenary meeting.
Any member may propose amendments, subject to review by the Board of Directors.
​
Article 12 – Effective Date
This Charter shall become effective immediately upon approval by the plenary meeting.
